January 16, 2012

The climb on 12/22 billed an additional $60. Delbert is negotiating this.
Old Business
Membership dues for 2012 are now due and will be collected through February's meeting. At that time members who have not paid will be dropped from the roster. Dues are $15 per person, $8 for each additional family member.
Sunday night net control station volunteers for February: 1/22 Johnathon, 1/29 Jack W., 2/5 open, 2/12 Susan W. include Valentine trivia net at 7:00, 2/19 open, 2/26 Jack W.
Echolink: Delbert reported that Echolink is working but still has a couple issues. Jack W. and Delbert will get together Wednesday evening and work it out.
The repeater is working well! 2M is going out at 7 watts and the 440 is at 75 watts.
The spare repeater was discussed. It will cost $75 to bring up to date and working. To install on a tower in Batesville will cost and additional $75-80 per year for insurance. Is there a need to install on tower on the same frequency?? The consensus was to leave at Delbert's and use as a back-up only. Jack D. made a motion to fix the spare repeater to operational condition and store in Delbert's garage to be used as a back-up to the repeater at the Career Center. Theresa second. Motion carried.
The first Breakfast-get-together of 2012 was january 14 at the Milan Reservation. Ten people attended.
The next RCARC business meeting, February 20 will also include a dinner pitch-in. Bud and Delbert will be bringing soup! Plan to meet at 5:30 for food, cards, and fellowship. Meeting will begin at 7:00
Anyone interested in club clothing items, amber lights, reflective vests, etc. should contact Delbert. He will be placing an order soon.
The next VE test session will be january 28 at 9:00 am. So far 4 VE's have volunteered.
New Business:
The hamfest will be August 25, 2012 at the Ripley Co. Fairgrounds. We got our old building reserved for $50. Tailgating will be permitted in the grassy area, unless it is raining then we will rope off a portion of the parking lot. Susan has received Serv Safe certification for non-profit organizations, so this year we will provide our own food. Donations will be accepted from members, anything not donated will be purchased using club funds.
Some people have been asking about club field trips. Some ideas include: USS Indianapolis, Dayton AF Museum, IN State Parks on The Air (Sept. 8), Winter Field Day (jan. 28), IN QSO party (1st Saturday in May), Field Day (June 23-24). Send any other suggestions to Delbert. if you would like to host a field trip please let Delbert know so it can be included in announcements and email blasts.
Delbert has already received requests for communication details. There was some discussion if the club still wants to be a part of these. Donna made a motion that we should continue doing the communication details, jeff second, motion carried.
2012 dates do far: April 21 starting at Batesville High School, 10 miles. Starts at 7:45 am
June 20 starting at Liberty Park, Music & Arts Festival. Starts at 5:00 pm
November 22 Turkey Run in Hillendale Commons. Starts at 7:45 am
Training opportunity: Incidence Response to Terrorist Bombing, February 16 at 5:30pm Please RSVP to Delbert.
Technicians School will begin march 26 through April 18. They will meet twice a week on Monday and Wednesday at 6:00 pm at the American Red Cross in Versailles. Class is limited to 10 participants. Cost is $23.50 for the book. Test date will be April 21.
ARES EC and assistant EC will attend the NIMS 100, 200 700 and 800 classes on February 4 & 5.
Bucket Brigades have been scheduled for May and September. Junk drives have been set for March and September.
Delbert shared the 2012 Winter Weather Travel Advisories. They will align with the state Homeland Security levels so everyone is on the same page.
Advisory (Yellow)--Routine travel may be restricted in some places. Caution should be exercised.
Watch (orange)--Conditions threaten public safety, so only essential travel such as work or emergencies.
Warning (red)--Travel may be restricted to emergency workers only.

Membership is at 55 as of tonight’s meeting.
Sunday night net control station volunteers will not be necessary until repeater is repaired.
Echolink: jack W. reported that Echolink is now fully functional. For tips on setting up echolink please contact Jack W. He noted that setting up routers can be difficult. Use www.portforwarding.com for assistance. To set up repeater link (once it is repaired!) use KK9RC, click “connect” and you will be talking through the repeater.
At this time the repeater is down and in need of extensive repairs. Delbert, Jack W., and Rob will get together to plan the next steps. The current climber will not be available until after January 2. He has given us a discount on the last 2 climbs since we are a non-profit organization.
There was some discussion about the spare repeater. This is a good example of why we need to use it. There is a place to mount it 100-110 ft. in the air. There were some insurance concerns. Delbert will look into this.
If you are interested in being a VE please contact Delbert. You must have a general license and above. Delbert will arrange a meeting to set up test dates for 2012. There seems to be a great interest in the Technicians spring class. It has been decided to limit it to 10 participants. The general class will be limited to 5 participants.
The breakfast get-togethers are currently held every other month, the next one being in January. It has been suggested to have a dinner pitch-in in the off months. After some discussion, Rob made a motion to have a dinner pitch-in on meeting nights (3rd Monday) in the even number months (February, April, June, August, October, December). Dinner would begin at 6:30 pm for those wishing to attend, and then the business meeting would begin at 7:00 pm. Donna 2nd, motion carried.
The Christmas dinner was December 2, at the Reservation Inn in Milan. There were 19 in attendance. A good time was had by all. The gift exchange was a lot of fun.
New Business:
Susan filed the annual business entity report online at a cost of $7.14. The 990 tax form must be filed by May 15. We should receive a notice in the mail. It is a simple form that just verifies our annual income as less than $25,000.

Echolink: jack W. reported that he has spoken with Lee Kissell from Dearborn Co. He has a set-up that is exactly like we want. Lee brought up the legality of operating a sys op on 2m. The requirement is UHF. Jack will contact Noel in Columbus for more information about operating Echolink on 2m and 440 repeater.
Delbert asked the members to be thinking of equipment we would like to purchase for the club using possible grant monies. We will look at additional grant opportunities after the holidays.
There was discussion about the need to fix the connector now or in the spring. As it is now the 440 and 2m repeater is useless to the North and questionable everywhere else. Delbert outlined 3 options:
don't fix until spring
fix now
install a cross band repeater on simplex (Delbert talked to Jim Volz and there is a place to install an antenna on their grain tower.)
Jeff, Jack W. and Delbert discussed the technical details and the chances of further damage to the repeaters if used in the current condition. Jeff suggested having the climber put a dummy load to confirm the connector as the problem. Delbert also suggested replacing the new antenna with the old one due to the current one being longer and therefore whipping in the high winds. The biggest concern is paying now, then the career center gets their act together and we have to pay again.
Bud made a motion to change the antenna and repair the connector ASAP; Donna second, motion carried.
The VE test session will on November 12, had 4 candidates. Mike Caster, K9MDC upgraded to general class and Jeff Wildman from Madison passed is technicians test.
The breakfast get-together on November 19 at the Reservation in Milan. had 2 attendees. Both enjoyed the meal and the company :)
The Christmas dinner will be December 2, 6:00 pm at the Reservation Inn in Milan. There is a minimum of 25 in order to have the buffet. Deadline to RSVP is Wednesday, November 23. Bud made a motion to have a white elephant gift exchange with a $10 limit, Johnathon second, motion carried.
The last communication detail will be Thursday, November 25 at 8:00 am at the Batesville YMCA. It should only take about 1 hour. Volunteers should be there by 7:30 am
New Business:
The 805 is experiencing technical difficulties. Both of their repeaters are in repair mode. They have requested to use our repeater in an emergency. It was discussed and decided that it would be okay, but ARES and RCARC have first priority.
The repeater insurance is now due. The premium is $143. The coverage includes a tower climber to repair damage and $10,000 for the radio equipment, antenna, and heliax.
Changing the meeting day to Wednesday, Thursday, or Saturday was suggested. After some discussion, Bud made a motion to leave the meeting day the same (Monday), Larry second, motion carried.
There have been some comments from the membership about ARES being mentioned as a sponsor of the Sunday Night Net. Delbert reminded us that it was decided that ARES could co-sponsor the Net in order to show activity. ARES meetings and activities would be separate from the RCARC club meeting and activities. This decision was recorded in the minutes. Delbert will double check which meeting it was. There was further discussion about separating the ARES and RCARC. It doesn't make sense to have separate entities due to people, resources, and time. The majority of RCARC members are also ARES members. It was again emphasized the ARES meetings and activities are separate from RCARC. Communications details have always been a club function. Johnathon made a motion that communications details remain a club function, Bud second, motion carried. Jeff made a motion that the script for Sunday night net will remain RCARC and ARES. Bud second, motion carried.

Echolink: jack W. reported that the link does not key the repeater. He is still working on it.
Delbert reviewed the grant applications that have been submitted:
Rising Sun Community Foundation and Ripley County Community Foundation/large grant denied due to not enough money for the number of grants requested. It is not unusual to be denied the first time applying, especially for new organizations. We will try again next year.
Delbert will check into upcoming grant opportunities. Susan mentioned checking into the Decatur Co. REMC board of trustees grant. They serve Decatur, Ripley, Franklin, and Jennings Co.
The General Class school has 2 students—K9MDC Mike and KB9OFU Bud. Class is going well.
Career Center told Delbert they will call him when a date has been set for the mandatory meeting, so maintain the status quo for now.
There was discussion about the need to fix the connector. It would cost $475 for the tower climber plus $50 for the connector if we go ahead and do it now. Then an additional $425 when the career center decides to bring everyone together to clean up the tower. There has been some other suggestions to sell the 2m repeater and go back to simplex. The 2m repeater has had nothing but issues. Previously there was much better coverage using simplex. Delbert will contact Charlie Sears about the possibility of losing the 440 spectrum. A final decision on fixing the connector was tabled until next meeting. All members are encouraged to contribute to this discussion/decision.
There was some discussion on the possibility of sponsoring a walk-a-thon in the Spring of 2012. Theresa made a motion not to do a walk-a-thon, Jeff second motion carried. There are other fundraiser possibilities to do.
The Pumpkin Show Parade was Saturday September 24. Everything went well. Thanks to James, Theresa, Crystal, Susan, Johnathon, Jack W. and Rocky. They passed out approximately 2100 pieces of candy.
The fall junk drive raised $70.15.
Fox hunt: Delbert would like to have one possibly in November. Jack W. has been working on the transmitter. He will program the message to be “KK9RC fox hunt”.
The next test session will be November 12, 9:00 am at the Red Cross building in Versailles. Extra Class operators available are Jeff and jack W.
The next breakfast get-together will be November 19 at the Reservation in Milan. Jack D. has invited everyone to join him every Saturday morning at Pollard's in Versailles for biscuits and gravy.
New Business:
Ripley Co. LEPC table top disaster training at Batesville Primary School was decent. There was no role for Amateur radio or Red Cross. There is still a lot to learn and lots of resources available. We need better relationships with EMA and other organizations.
Christmas dinner: Johnathon made a motion to have a Club Christmas dinner December 2, 6:00 pm at the Reservation in Milan. Susan second, motion carried. Cost will be $12.50 per person payable to Delbert by November 23. There was some discussion about trying something different for the gift exchange this year. Susan will email Delbert the details and he will send out a mass email asking for membership opinions.
Nominations for officers will be at the November meeting. Donna will step down as treasurer. With her school and work schedule she doesn't feel she can give the position the attention it needs. You must be a licensed operator to run for office. Please try to attend November and December meetings in order to have the best representation for nominations and voting.
It has been suggested to have a winter field day. Jay will check on availability of a building in the Versailles State Park near the manager house. There may be no charge for it.

James was in an auto accident this past week. He is fine, the van however, is not!
Rob S. will be having back surgery November 14.
Johnathon announced that he has joined the Indiana National Guard. He will attend 2 months basic training in May 2012, finish his senior year at South Ripley, then go to school for diesel mechanic.

Hamfest report: Net profit for hamfest 2011 was $84.04. Attendance was way down this year.
Delbert has reserved the building and grassy area for hamfest 2012, august 25. Tailgating will be permitted on the grassy area provided it is not too wet. Cost is $50

Echolink: jack W. has a duplicate station at home. He would like to take control of the repeater for a couple hours so he can work out the bugs. This should be no problem. He will make an announcement before so everyone will understand all the noise.

The General Class school will meet October 3-November 2 on Mondays and Wednesdays from 7:00-9:00 pm at the Ripley Co. American Red Cross building in Versailles. Cost of book is $23 early order price through Delbert or $29 + shipping directly from ARRL.
No news concerning the September mandatory meeting with the career center. We will wait until then to share the cost with the other groups that have stuff on the tower to repair the antenna connection. The club will get the wire and antennas that are cleaned off the tower.
The inspector from Marsh Insurance gave us a clean report.
There was some discussion on the possibility of sponsoring a walk-a-thon in the Spring of 2012. All members should give this some serious consideration. It is possible and a great fundraiser but would require everyone to pitch in and help especially in getting sponsors and donations. Delbert will send out an email to all members for their thoughts and willingness to help. A final decision will be made at the October meeting.
The Pumpkin Show Parade is Saturday September 24. James will drive his vehicle for the RCARC and Susan, Crystal, and Johnathon will pass out candy. Theresa and Susan have donated approximately 700 pieces of candy. Delbert will pick up some more Friday night. Delbert and James will put vehicles in line around 6:00 am Parade starts at 10:30 sharp. (Delbert will be driving his vehicle for the Red Cross.)
New Business:
The VE test session for October 15 has been cancelled. Lately there have been only 1 or 2 candidates, sometimes no candidates. So in the future we will have a test session at the end of each class (Technician and General), plus 1 mid-summer. Therefore, the next test session will be November 12, 9:00 am at the Red Cross building in Versailles. This will allow the students from the General class to have a week to prepare.
The next breakfast get-together will be November 19 at the Reservation in Milan.
The fall junk drive will continue until September 30. Pleas drop any donations to Delbert's home in Osgood. At this time he has 2 deer stands, 1aluminum, 1 steel, that appear to be in decent shape if anyone would like to purchase them instead of taking them to the shredder.
Fox Hunt—Delbert has been getting requests to have another fox hunt. If anyone is willing to host one please contact Delbert. Jack D. and Jack W. will be getting together to build and antenna and transmitter for future fox hunt.

Hamfest report: The food booth will be provided by the Wiley's again this year. ARRL donated 2-$25 and 1-$50 gift certificates for the raffle. There will also be a 50/50 raffle. Tickets will be sold throughout the morning. The Wouxum hand held radio raffle will be announced at noon. Volunteers are needed to help set up Friday evening around 5:00. Participants will be allowed to set up tables at 7:00 am. The hamfest will be open to the public at 8:00 am.

Jack W. contacted Tech Support concerning the problems with transmitting on Echo Link. It is an unusual problem most likely the power supply or antenna. Jack, Rob, and Delbert will continue to work out the bugs.

Ripley County Community Foundation Small grant--$400 for First Aid Kits
Tyson Foundation Grant--$975 for laptop, printer, 8 Technician and 8 General Class textbooks and 2 Instructor guides.
Ripley County Community Foundation large grant--$12,000 for a Mobile Communications Center (to supplement the possible RSCF partial grant award)
We should know the result of the applications in mid-late September.

The new antenna been installed on the Career Center tower and is still not working properly. It is believed that the connector on top of heliax may be damaged. It will cost $400 out of the treasury to have it fixed now. So we will wait until the September mandatory meeting with the career center to share the cost with the other groups that have stuff on the tower. Delbert has requested that the club gets the wire and antennas that are cleaned off the tower.
Marsh Insurance will be sending the inspector Aug. 29. So the building maintenance needs to be completed ASAP.

Bob Branigan has returned home from heart surgery. He is recovering nicely.
Bob Damm, a regular scanner listener, passed away Aug. 9. Delbert sent a sympathy card on behalf of the club.
25 people attended the annual BIG DOG picnic on July 23 at the Versailles State Park. The weather was extremely hot and included a brief shower which made it hotter! So there was lots of food and fellowship but not much interest in the games.

Hamfest report: Delbert still has not heard from the food vendor, so we will assume we will need to provide our own food. Delbert will send an email asking for donations such as chips, individually wrapped desserts, water, soda, buns, condiments, paper products. Hot dogs and hamburgers will need to be cooked off site and kept warm in food warmers and crock pots. Whatever is not received in member donations will be purchased from the treasury. At this time there have been no raffle items donated. Volunteers will be needed at several stations. A sign up sheet will be available at the August meeting.
No change in the status of the back-up repeater.
Delbert received a letter confirming our Indiana Sales tax exempt status Delbert contacted a couple community foundations inquiring about grant opportunities. An application has been submitted to the Rising Sun Community Foundation for $12,000 to purchase an enclosed trailer and radio equipment in order to create a mobile emergency communications center. A similar grant will be submitted to the Ripley county community Foundation to possibly supplement the RSCF. A small grant application will be submitted to the RCCF for first Aid kits. An application for a Tyson grant will be written for a laptop, printer, and Technician and General license manuals. These applications are due August 1 and 15. Susan will work on the narrative and Delbert will work on the budget.
Bucket brigade-- Delbert and Rob will get together to determine a date.
Field Day—June 25-26 at Milan Community Park; Twenty-seven people attended Field Day, 6 stations were set up, 237 contacts were made. There was lots of fun, food, and fellowship.
Echo Link the computer is in place but requires a special cable that is on its way from Echolink through R&L. As soon as it arrives Jack will plug it in and program the system. However he needs the repeater tones from Jeff. Jack D. offered a 2m Rango Ranger antenna
The General Class school will meet October 3-November 2 on Mondays and Wednesdays from 7:00-9:00 pm at the Ripley Co. American Red Cross building in Versailles. So far 3 people have shown an interest.
The new antenna to be installed on the Career Center tower should be happening soon. The tower climber has been on vacation and is very busy catching up. Delbert had an interesting conversation with the insurance company, eventually getting it all straightened out. After the $50 per claim deductible the club will receive a check for $370.
The stuff in the shack needs to be grounded. Delbert, Jeff and Rob will have a work detail to get all our equipment grounded
Since we have had 2 claims in 2 years Marsh Insurance will be sending someone to inspect. So the building maintenance needs to be completed by August.
Mr Street is having a mandatory meeting sometime in September for all who have equipment on the career center tower. Someone from the club must attend if we would like to keep our equipment there.
Health and Welfare:
Jenny Schlotterback's father is home and continues to recover. He is in good spirits. Please keep them in your thoughts and prayers.
Bob Branigan will be having heart surgery August 1 in Indianapolis. He will be in the hospital about 1 week.
The Breakfast get-together on July 16, at the Milan Reservation saw 10 people in attendance. The next breakfast get-together will be in September.
The VE test session July 16 at the American Red Cross building in Versailles had 5 V Es and 1 candidate who passed his Technician's test. Congratulations to AB _________ from Madison.
The annual BIG DOG picnic will be July 23 at the Versailles State Park. We will eat at noon. There will be a 3-legged race, corn hole, volleyball, and lots of conversation. Look for the vehicles with antennas! Please email Delbert to RSVP and let him know what you will be bringing.
The Ripley Co. 4-H Fair is this week.. The Park Board had asked us to set up a table to promote Amateur Radio. Delbert requested they waive the fee. They did offer a discount, but it was still too expensive for the amount of work and time involved..
If anyone would like to order radio accessories or traffic vest send your order and check to Delbert.
There was some discussion on the possibility of sponsoring a walk-a-thon in the Spring of 2012. All members should give this some serious consideration. It is possible and a great fundraiser but would require everyone to pitch in and help especially in getting sponsors and donations. Please bring your thoughts and ideas to the August meeting.
